Error code: 90021 - Max Channel Creation Rate Exceeded

You have exceeded the maximum permitted account-wide rate at which you can create new channels. Until your rate is back down, new channels you try to create will have a certain probability of not succeeding immediately; the SDK will retry every 10 seconds until they succeed.
